According to the labor supervision department in Taiwan, TSMC’s CoWoS advanced packaging and testing plant in Chiayi Science Park has been ordered to stop work and rectify due to four major safety accidents in two months, resulting in 2 deaths and 2 serious injuries. The details of the accidents and the progress of the handling are as follows:
⚠️ Summary of the four accidents (May-July 2025)
1. May 20: A worker fell from a scaffolding (eagle scaffold) about 4 stories high, resulting in paralysis of the whole body.
2. May 26: When transporting a transformer weighing 2 tons, the equipment overturned and crushed the hanging commander, causing him to die of serious injuries.
3. July 16: When installing the electromechanical ice water pipeline, a 380-kilogram pipeline fell from a high altitude and hit a female worker on the head. She died two days after being sent to the hospital.
4. July 20: A 50-ton construction truck overturned in the factory area, causing no casualties.
⛔ Suspension of work request
The Occupational Safety Administration of the Ministry of Labor of Taiwan determined that the frequent accidents exposed serious safety management loopholes and has forced TSMC’s Chiayi CoWoS plant to stop all mechanical and electrical engineering work and demanded a thorough review of the work safety process. The Southern Science Park Administration said that since the labor inspection authority still belongs to the Occupational Safety Administration, the bureau can only assist from the side.
💬 TSMC’s response
TSMC said it has strengthened the safety management of the construction site, will cooperate with the investigation and give priority to ensuring that safety measures are in place, and will not rush to resume work due to the rush to complete the project.
The Chiayi CoWoS plant is a key project for TSMC to expand its AI chip packaging capacity. This suspension of work may affect the global semiconductor supply chain.
